IFAB Considering New Rule: Goalkeepers Holding Ball Over 8 Seconds Could Concede a Corner Kick

Football is set for a major rule change starting from the 2025/26 season, as FIFA has officially introduced a new regulation aimed at preventing time-wasting by goalkeepers. Under the new rule, if a goalkeeper holds onto the ball for longer than eight seconds, the opposition team will be awarded a corner kick.



This modification is designed to speed up play and reduce excessive delays caused by goalkeepers who hold onto the ball for too long. To assist referees in enforcing the rule, a visible five-second countdown timer will be used, giving goalkeepers a clear indication of how much time they have left before releasing the ball.



Previously, goalkeepers were required to distribute the ball within six seconds, but referees rarely enforced this strictly. The introduction of an eight-second limit, along with a countdown system, ensures greater accountability and eliminates ambiguity over time-wasting situations.



The decision to award a corner kick instead of an indirect free kick inside the box is seen as a harsher punishment, discouraging keepers from deliberately slowing the game. This change is expected to significantly impact game dynamics, particularly in close matches where teams often look to waste time to protect a lead.
